Summary: By way of general comment, Master Builders observes that during the initial consultation period and the passage of the Labour Hire Licensing Act 2018, we highlighted the need for any new legislation to be clear what constituted labour hire businesses. Clarity is particularly relevant for the construction industry because certain conventions in employment practices could appear to be labour hire arrangements at first pass but would not, in substance, constitute such activities.
