The Department of Environment, Land, Water and Planning (DELWP) is considering a proposal to introduce a framework that will require all registered building practitioners and licensed and registered plumbers to complete continuing professional development (CPD) requirements.
The framework will aim to enhance practitioner competence in building and plumbing work by ensuring that they maintain and develop their professional knowledge and skills through ongoing education and training.
CPD consultation paper
DELWP has prepared a consultation paper outlining options for introducing CPD requirements in Victoria, with a particular focus on the possible CPD training content that could form part of the scheme.
The purpose of this paper is to seek your views on the high-level options presented and to collect your feedback on how a CPD framework could best be introduced to improve professionalism in the industry and the quality of building and plumbing works carried out by practitioners.

Submissions on the paper can be made by:
- uploading a submission document to on the project’s webpage on Engage Victoria
- completing the online survey on the project’s webpage on Engage Victoria

The public consultation period will close at 5:00pm Friday 24 July 2020.
Next steps
At the end of the consultation period, DELWP will review all submissions received and take this feedback into consideration when developing further options to be included in a regulatory impact statement (RIS) later this year.
The RIS will analyse the costs and benefits of options and will be accompanied by a draft version of the regulations reflecting the preferred option. It is anticipated that the new regulations will come into operation in 2021, subject to considerations regarding coronavirus (COVID-19) impacts and feedback from industry.
