In response to questions from several of our members, MBV can confirm that regional settings for building and construction remain similar to the settings for metropolitan Melbourne. 

Here is a quick guide to the current settings in regional Victoria. 

Early stage land development works - construction activity on early stage works sites reduced to 10 workers per hectare on site. 

Small scale construction sites - construction activity on small scale construction sites reduced to five workers on site, plus a supervisor. 

Work sites must make every effort to minimise the numbers of workers on site at any one time.  

Does the limit of five workers for small-scale construction apply to base stage and finishing stage - yes, the five worker limit applies to all stages of a construction build. 

Large scale construction sites - construction activity on large scale construction sites reduced to 25 per cent or five workers on site (whichever is the higher number). 

Working outside and inside occupied premises – tradespeople and builders cannot visit homes for renovations but can provide repairs, maintenance, home installations and other building works if able to perform the work solo (unless additional workers are required for safety reasons) and only outdoors. 

If the property is completely unoccupied, then renovations can proceed in line with restrictions on small-scale construction. If clients are still living at the property, then trades people and builders can only make emergency repairs indoors. 

Display homes, sales suites, and selection centres – these have now reopened in regional Victoria, excluding Ballarat. 

 
Who is permitted on site? 

Like last time, all workers count towards the daily worker limit apart from emergency repairs and maintenance, suppliers and deliveries, and workers specifically required to meet the minimum statutory obligations or requirements. 

Concrete drivers who are present onsite for a short period of time are considered delivery drivers and do not count towards the daily worker limits. 


How many sites are workers permitted to visit? 

Workers, including supervisors and managers, must not work at more than one site unless it is not reasonable and practical for the supervisor/manager to be limited to only one work site. Members must limit movement between multiple sites.  

Specialist contractors can move between up to three sites per week. For small-scale construction, supervisors can move between sites.
