In 2016, a range of measures was introduced to crack down on owner-builders. These included a restriction of one owner-builder project every five years, a compulsory online assessment and a requirement that owner-builders must use registered practitioners to perform the work.

These changes have had a reductive impact on the number of owner-builders in Victoria.

Number of owner-builder certificates of consent issued over the previous three financial years:

2016/17 – 5464
2015/16 – 8944
2014/15 – 8310

Between July and December last year, only 2973 had been issued.
